A toolbox for policy packaging and policy implementation
FINAL REPORT - DELIVERABLE 6: The overall objective of OPTIC (Optimal Policies for Transport In Combination) is to give guidance for the design and implementation of optimal transport policy measures in combination (i.e. policy packages) to reduce adverse effects and/or provide positive synergies. The final report offers a toolbox for policy packaging and policy implementation in the form of six factsheets.

Deliverable 5: The OPTIC research project has identified different strategies to manage barriers in transport policy formation and implementation. The strategies are considered to increase the likelihood of successful policy implementation also for controversial policies like congestion taxation and vehicle fees.

Deliverable 4: Clearly defined objectives, the strong commitment of major proponents and wide stakeholder consultation are three examples of factors important during the design and implementation phase in ensuring the success of transport policy packages.

Deliverable 3: Risk and uncertainty are highly pertinent to policy-making in the transport sector, particularly at EU level, where an extraordinarily diverse array of technologies, markets and political, institutional, ideological, socio-economic and behavioural contexts are involved.

Deliverable 2: The effects of transport policy measures are rarely limited to the intended ones. Unintended effects of transport policy can extend beyond the transport sector to policy domains as diverse as education, health and the economy.

Unintended effects of most transport policy measures
Deliverable 1:The OPTIC research project has indentified 79 different transport measures adopted in Europe, with unintended – predominantly negative – effects reported in the majority of examples.
